Not my greatest work, just a quick effort. In no particular order I...

Removed wrinkles and smoothed skin using the healing brush, whitened smile using dodge, brightened eyes using an adjustment layer, darkened lipstick using the burn tool, made a mess of the background (hence the crop), thined the neck a tiny bit using the smudge tool, and lightened the hair color slightly with dodge.

I could have done a better job with a higher res version I think.

I duplicatred the layer and set the layer to 50%,added blur 20%and erased face & hair ,smoothed face a bit ,whitened teeth slightly ,then I upped the contrast about 15% added stars with the stamp tool then I merged and did an invisable frame .

Ok, so this was actually my second attempt at editing the picture. The first time...well, it came out pretty cool..but slightly..I guess...demented? ish...I don't know..maybe a little creepy...sometimes my mind likes doing strange things to photos with photoshop and I go a little crazy...lol...So I wasn't too sure if you actually want to see that one. So I did this one for you all to see. ^^ Let me know if you want to see the demented one....cause I'll post it if teedlepeep doesn't mind. =]

1. Duplicate the layer and turn the bottom layer off to keep the original copy just in case I screw up. 2. Blur to remove wrinkles. 3. Duplicate layer and put it on color dodge with opacity at 62% 4. New layer, make it all white and put it on color and 31% opacity. 5. Another new layer, use a brush with 0% hardness to create a vignette. 6. New layer, draw some squiggles and stars and flowers with the pen tool. Add drop shadow, outer glow, and bevel. 7. Merge visible layers 8. Enlarge canvas by a little and put a all light green layer at the very bottom to create a small white boarder. 9. New layer right over the one that was just created and use the pen tool to create checkered lines with a darker green. 10. Add a bevel and drop shadow to the lines and merge the lines with the lighter background. 11. Still on that layer, use the rectanglar marquee tool to select around the picture of the main photo and then invert the selection (ctl+shift+i on a PC). Then add another bevel to that. 12. Finally, go back to the top layer and add a drop shadow, small inner shadow, and bevel. =]

Ok, thought I'd try my hand at this. I've got GIMP, so,.....
First I evened skin tone, by using Smudge. Adjusted the brightness to slightly darker. Upped the Contrast just a tad to even it out. Did a few more Smudges, then used the Sparkles paintbrush to do the Halo and Wings. Used Filter > Light and Shadow > Supernova for the gleam on the halo. I think with the smile its gives that whole,... What? Me, do that bad thing? NEVER! I am completely innocent!
