Did this in GIMP. Too many tweaks to list.

I used Adobe Photoshop, and these are the steps:
1- duplicate the layer of the original photo 2 times, so you have 3 layers of the original photo as a result.
2- apply a "Gaussian blur" effect for the 2nd layer and set the mode to overlay
3- apply a "high pass" effect for the 3rd layer and set the mode to overlay
4- add an adjustment layer (gradient black to white) on the top, and set the mode to softlight
5- Done

Duplicate image - super over sharpen bottom image & boost stauration - erase eyes on top layer - duplicate again - adjust levels so image is very light - erase areas to show detail - duplicate - add a white vingette - duplicate - add texture layer and erase areas to show - flatten image - I have a ton of frames that I have saved in a folder so I just pasted the image as a new layer onto the frame

Adjusted levels, sharpened eyes, concerted to B/W added slight sepia tint to a new layer and then erased eyes, cropped, and cloned out the light spots.

dps

Really did'nt know what to do with this one, soooo
removed the dog from another picture with the foreground select tool
Flipped the image and resized to be compatible with the subject picture to which I pasted it. Still selected so moved it so it looked O.K. and cleaned up the edges with the eraser
