This is the best i was able to do to try saving the photo, I duplicated the image 4 times and change contrast to darken and did use sharpen filter progressively. Them took all the images to Photomatix HDR and generate this one.

Ok, heres my attempt...

I tried to bring a bit of colour back into the face to soften the over exposure. Followed up with some curves and levels... and there we go.

Ok, so the exact steps I used were...

Cloned to new layer, Adjusted levels (heavily) to get as much colour back as possible. Then adjusted the new layers opacity to give a compromise between original and new levels.

I duplicated the 'levels' layer, and Airbrushed some colour back into the face. It was a bit rushed so rather than tidy, i cheated with the following steps...
** Blurred airbrushed layer with Gaussian blur (at 2.3px) to even my rough airbrushing it a bit.
** Used 'Burn' to give the blurred layer some definition
** Cropped layer to just the face
** Then merged layer into the other 2 by turning layer to 'liner dodge' and adjusted opacity

I then selected the background and used burn and dodge a bit to even it a little.

1st I added a levels adjustment layer to try to make the coloring less dull and more dynamic. 2nd I added a 50% gray layer set to Overlay. Then with black and white as color selection for brush I dodged and burned trying to get rid of blown out areas of pic. Eventually I set the opacity of the layer to 87%. That didn't work enough to my liking, so then I added another layer to try to bring in some color to the face and shirt that I felt was missing. I added some skin tone colors; light pinks and orange to his face and gave the shirt a light yellow flavoring. I eventually set this layer to multiply with an opacity of 75%.
Still not satisfied, I duplicated the original layer and set it to Multiply at 100% opacity. The 5 layers from the bottom up are original back, face and shirt color layer, dodge and burn layer, duplicate background and then level adjustment layer. I didn't crop it, but probably would have. My overall goal, was to change the picture just enough so that if printed the face would not look blown out and to make the background pop a bit more than the original.

I did think about getting a pic of Suge Knight and make the pic look like Suge was holding him upside down from a balcony ala Vanilla Ice, but Suge Knight held me upside down from a balcony until I changed my mind about doing that.

There's still some blown out areas, but I couldn't figure how to get rid of those without making the guy look like some kubuki theater star.

Since I'm a little late in the game here I felt the need to go a completely different direction with the concept of my edit with this one. On a side note, I think everyone did a great job! So, here goes:

GOAL:
-Since the photo is already blown out, I thought perhaps I could stick with that and add some lights to make it seem more natural.
-The facial expression says it all, so I figured I'd go with the "Crazy" theme.

What I did (in Paint Shop Pro 8):
-Square crop
-Several curves adjustments to increase contrast
-Histogram adjustment (-12)
-Increased saturation
-Added 4 sunburst lights to the bottom of the shot
-Applied a "twirl" filter to rotate his face a little and add some distortion
-Applied a "spiky halo" filter twice to add in the squiggly lines.
-Added the borders and the title

What you would do #13
