Didn't realize there were similar ones to the one I did until just now... but oh well...
edit

"Tri-toned" with red and pinks, crop, extend canvas, blur/smudge/clone for background, then cloned face.. further smudging to make it look a little more seamless etc

Well, no collage from me this time, for once.
I have a demo version of Alien Skin Snap Art and wanted to try it out on this photo. So here's what I did:

-upped the contrast on the original
-applied Oil Painting filter in fairly large strokes for the hair and background
-applied Oil Painting filter in small detailed strokes for the face (I did this each in a separate layer and masked out the appropriate parts)
-masked out the eye to show some of the original eye so it would be fairly sharp
-flattened
-lowered the saturation a tiny bit

And that's all she wrote.

  • Flipped the image horizontally
  • Duplicated layer, made the layer "overlay" style
  • Selected the background, added differencing clouds
  • Removed some spots on the skin with the healing brush
  • Selected eye, shifted hue to make it bluer and increased saturation
  • Selected lips, increased saturation and darkened the color
  • Selected clothing, increased saturation, darkened the color, and shifted hue

late, but trying this one just for fun..

1. add curves/adjustment layer to brighten photo
2. soften skin using surface blur/layer mask
3. add bokeh background and mask out model
4. add a few hue/adjustment layers to change color
5. add curves adjustment layer to brighten hair
6. add subtle makeup using multiply layer

Here's mine- way too late, but I wanted to do it just for fun.

Edited with Picnik
What I did:
  • turned up the exposure/contrast
  • Used the 'blemish fix' tool to get rid of freckles and blemishes
  • Used selective coloring, leaving her shirt, lips, and eyes in color
  • Used the 'Boost' effect to brighten the photo
  • Added Vignette
