its all fixed now - here is my edit...
 I colored in the sky, left some of it white so it would look like snow and used the brush stroke filter and then the canvas filter in Elements 6 and then I adjusted the colors

Dlaf you gave me an idea so here it is:
Found a snow globe on Google images. Selected an area of the orginal photo and copied and pasted as a new layer on top of the snow globe. sized to my liking. Created new layer (select all) Painted areas with various opcaity levels of black until it was blended well enough. merged layers. used paint tubes for the two sprakles and the fence int he snow globe
