This is my version:



- Change the image to Lab color
- Adjust the lighting mask
- Return to RGB
- Copy all to 3 new layers
- Blur filter layer 1 and blending to lighting
- Radial blur filter to layer 2 and blending to lighting
- Add a mask of the statue to the layer 3 and adjust the curves
- ready.
