Here's my take:

Used the rotating mirror effect. Warp tool on 2 different layers to stretch out the limbs and Niks Graduated blue filter to make it a deeper blue. Cropped it down and ended up with this:

Brought the 2 images into CS5 with the girl as the upper layer. Used the Erase tool with a soft brush at 50% erasing the upper layer till I had a nice blend. Used Surface Blur on bottom layer to match the softness of the upper layer. Merged down and adjust levels and color.

Default Dream

From: DPS

Multiple copies were made on separate layers to perform horizontal and vertical flips. Transparency was adjusted to 70%, 60% and 50%, respectively. Layers were merged. Top and bottom strips were desaturated (using brightness) and inverted. Their contrast was adjusted for stronger effect (~45). Center band was selected and repeated on another layer. Color was shifted to blue and 40% transparency was chosen. Layers were merged.
Software: Gimp 2.6.8

A artsy look at the spray that is generated with every wave. A simple step with a high contrast red filter.

Edited on Picnik.
First I sharpened it a bit,
The cropped it in,
Then made it Black and White,
Then turned the piece of wood back to brown,
Then applied Vignette around the edges.
