Just for the colors brought out:

WWYD43B

Adding a layer of Negative over first edit, and then swirling it clockwise some, and setting layer to Difference mode, about 40% Opacity.

Adding a negative layer can give you all kinds of differences, fun to play with. You can use it to balance light/dark areas, too.

I'm still working on selection techniques and masks. So, I thought it would be fun to "move" the parking meter to a vehicle that is much more worthy of paying for parking than I am!!

larger version

photoshop cs3:

copied photo to a new layer and kept the original layer the same
applied the diffuse glow filter with no grain
applied the color burn to the layer
applied 80% opacity to the layer

added a curves adjustment layer on top of both previous layers to create a cross processing feel
red and green: raise in highlights, lower in shadows
blue: raise in shadows, lower in highlights

finished.
