According to dpreview, the s9600 is a minor upgrade to the s9500. Depending on price, I think you would be fine with either one, with the s9600 a slightly better choice.

Hi,

I have an S9600 and it is really a minor upgrade from S9500. There was a problem in S9500 dial command (it could break easily) which where solved in S9600. I think this problem was the reason why Fuji released S9600.

I got my S9500 over 2 years ago. Its still a verty worthy camera although a backup to my Sony A100's

I've owned the S9500 for a couple of years now and like it very much indeed. To date it has worked perfectly and nothing has broken despite the ninny at the other end of it. I've heard it said that the S9600 isn't quite such a good build quality but not having held one, I can't say.
