Here's what I would do always with a client, have a consultation, take notes on what both (all parties) agree to, come up with a contract of specific items, services, costs, totals, final costs, etc.. if they agree to all of the information on the contract it's binding and they will be required to pay the final cost or a deposit to start the job and follow other necessary policies mentioned in the contract. If you don't do that it will cost you money or/and energy and time.

This is really the problem with providing digital images at all.

To the comment regarding not wanting your name being attached to any edited images, my reply is that even low-res jpgs can be edited and posted around the internet. What does it matter whether it's a RAW file you provide or a JPG file to a client? If you are truly concerned about protecting artistic control and your reputation, providing digital images is not a good idea.

I agree - just state that the images no longer exist. And make sure that your contract states what your policy is (as clearly as possible) including how long purchased images are kept, how long unpurchased images are kept, etc.
