I consider photos as art, especially with shoots like that when it's a creative shot. Hell, never mind whether you consider it as art or not, but you make your livelihood off your photos.

I'd respond with a price tag on each photo they want and the condition of use (very limited right of print but not for advertising, etc). They can take it or leave it.

Give them a price for limited use for art / display, and one for a more broad use. Make it high.

Hell yes I'd sell the file. Charge them same as you would for a print, less expenses (or not, and pocket the difference). Same money, less work, easy decision.
