I am an avid photographer in my Boy Scout Troop. I was asked by the parent of one of the boys that just received his Eagle Scout rank to make a 5 minute slideshow of him for his Court of Honor. She said she would like to pay me for making the slideshow. This includes scanning old photos and then putting them into a slideshow as well as making DVD's for his grandparents. I have included a link to a slideshow I did for the troop this year as an example of how I make them. How much should I charge?

Most who do this base it on the number of images and how complicated the transitions etc are.
I have done this and base it on 1-50 images at £55 if from negs/prints (40 if digital files) then going up from there. If they want music etc then you bung on a couple of quid extra. Simply it depends on what work is required and how long the whole thing will take you (including any "tweaking" of the images etc).
