I'd say the simplest answer because this is a class based forum where students need to access it to participate, is to make it mandatory for students to open a Flickr or similar account.
That way there will be no confusion as to what is acceptable.

Yes, I think it is a good method to public the picture, and you also can view the large picture via clicking.

Default Thumbnail vs embedded image...

Can someone tell me why when I "manage my attachment" my posts only have a clickable thumbnail, when everyone else has the image shown embedded in the post? How do embed?

Because they're using a webhosting site like Flickr. Check the FAQ "How to post using a photo hosting site"

Not all members live in the US of A. Some of us live and work where the only affordable option is dial up, albeit ADSL dial up and size still matters to us.
