I just re-read this thread, thinking I was missing something, and I was... Sorry about the confusion!

To the OP, to get the size you want, you're going to have to crop. So leave extra room.

that's because it's the same aspect ratio. If you set 7" width image size in photoshop it creates a length of 10.5" which is a multiple of 2x3 (times 3.5)
3.5 x 2 = 7"
and
3.5 x 3 = 10.5".

Yeah. After posting the bit about my experience resizing, I thought "Wait a minute... The OP must have referred to changing to a different size than what locking the aspect ratio will allow." Sure enough! Somehow I missed the part where they were trying to change to an 8x12 photo. DOH! Silly me... I probably should've had TWO cups of coffee this morning... LOL

Actually, she was trying to crop to an 8x10...that is why she was losing 2" of the long dimension of the original image.

Vince is quite correct on this issue. Think of multiples of 2x3, 4x6 and 8x12 etc. Then size your paper accordingly and you will get a trim edge to mat with. Shoot looser. You won't notice the difference when you actually print.

Unless you use one of those wacky format cameras then the game changes as 3bay said. When I shoot in medium format I have to stop and think about how the image is going to scale before I frame the scene.
