Default Vertical lines - Color or B&W image?

The attached photos are of a municipal building in town that has strong vertical lines in its design. The building has no real color to it, just vertical lines and details. The two part question is: 1. Is the composition strong enough to make it an interesting image? 2. Which option of the image is better - color or B&W? In either case would you add more contrast?

I like the color one better but still needs more contrast so the details stand out.

Thanks for the input. Being a newbie to post production work I'm still struggling with the best way to increase contrast. I should also note that the original photo had a blownout clear sky. The sky you see is from another photo from several days prior to this photo.
