Default Advice on which shot works best

Hi all,
It has been awhile since my last post, but wanted feedback on which one of these shots I should use in a local DC area exhibit coming up in Dec. Long exposure (30 sec), using a 10stop ND filter. The low light and ND required I add exposure back in in Lightroom, want to see if it has intensity and a wow factor? Thanks for any feedback! Joelle

Sunrise at Great Falls
exposed 15 sec, ISO 200, f10 25mm, and used 10 stop ND filter in manual mode. I may have tried bigger apertures, but didn't like the initial result in Lightroom 3 Shot at 7:40 am

Great Falls VA Artistic-0181
exposed 25 sec, ISO 200, f13, 32 mm, and used 10 stop ND filter in manual mode
Both long exposures (~20 sec) at sunrise were altered in Lightroom with minor adjustments, but blue one I used a preset.

This really should have been posted in the Comparison - Critique section, but I'll say that I prefer the top image because it has a stronger subject, or focal point. However, both look somewhat underexposed to me, so you might try lightening them. They're still good shots though, and that looks like a great location for some shots.

+1 The top composition is more compelling to me and yes they are both underexposed and probably could also use a little PP contrast added via an S-curve adjustment.

I'd pick the first one too. I prefer the colours. And I'd agree with what's been said so far about adding some extra contrast.
