As a variable-aperture superzoom? Yes
As a fast portrait prime? No

What kind of context are we talking about?

As a all around outside lens how does it compair tothe cheaper cannon 18-200's is it equal optical wuality or are they any better. Trying to figure out if its better to pay the extra 200 bucks on one of these rather then the cheapo cannon zooms.

I have this lens and am very happy with it. I'm not a pro photographer, but I've been shooting for a while. It's especially great for travel. No complaints here.

It wont be as good optically as the Canon 18-200. My reccommendation, though, would be a 15-85 f/3.5-5.6 and 70-200 f/4 or 70-300 f/4.5-5.6 IS combo.
