All Canon EF and EF-S lenses will work with the 1000D. The only place you come into a "compatibility issue" is with the "Full Frame" bodies like the 5D and 1D series. These camera bodies will not accept the EF-S "crop frame" lenses.

In order to recommend a camera, it would be helpful to know your budget.

Not only do we need to know what you are willing to spend, but we need to know what you will be photographing and/or in what direction your "photography" is going (portraits, landscapes, sports/action, etc...)?

So, you're looking at just over $550 USD. Of the "big name" companies (Canon and Nikon) that really limits you to the Canon 1000D or Canon 1100D (the 1000D's replacement), if you're looking at new. The Nikon D3100 is sitting at $600 USD, so it is above your budget. These are good starter cameras, though they only come with the 18-55mm lens (kind of limiting for landscapes, but fine for portraits and products to start with). If you could stretch your budget a bit, then I would recommend the Canon 550D over the 1100D. It would give you a better sensor and processor and better set of controls.
