Suggest you do some basic reading to figure out camera and lens features.

For lenses, this article is good:
How to Choose the Best Digital SLR Lens

For cameras, the dpreview.com website has some great articles explaining features:
Learn: Digital Photography Review

The T3 is the lowest entry-level dSLR that Canon makes. It's a great camera for a beginner, but some folks find that the additional features of the tier above it (T3i) are worth the extra cost. You could also get better shooting features (but older sensor technology) by getting a used camera from a higher tier (say, a used T2i, or a 40D).

You have to figure out what's right for you, though. None of us can tell you what's going to work best for you.

For close-ups, you probably want a macro lens. For sharp pictures, you need good technique and to understand what you're doing. Moving from a digital P&S camera to a dSLR does require learning a lot about photography and post-processing. Just moving from one camera to the other isn't likely to improve your pictures. All a dSLR gives you is fewer limitations for a much higher cost, equipment-wise. Most of us end up spending two to three times the amount we did on the camera body on other pieces of the system: lenses, flashes, a tripod, remotes, a bag, filters, etc. etc. Be sure you know what you're getting into.
