Upgrade from EOS 550D

Is there a point in upgrading from EOS 550D to 60D or 7D?

Not if you want a better sensor. They all pretty much share the same one.

The 60D and 7D are about better usability features.

so if I am a beginner what do you think to have 550D or 7D
I was thinking in 550D as it's cheaper than 7D

I wouldn't recommend going into debt for photography gear, so whatever fits your budget best is probably the right one to be looking at.
