Question Mark II Manual Mode (Aperture is stuck)

Does anyone with a Mark II know how to unlock the Aperture setting in Manual mode? I can change my shutter speed, but when I turn the dial for the Aperture, its not changing. I tried other buttons wondering if the setting somehow changed on me, but no luck.

I've been searching the net for days for a solution...

I hope I am not presuming too much, so forgive me if I interpret your question to indicate you might not be familiar with the 5DII controls.
Have you tried the wheel on the top right (not the one on the back of the camera)? The wheel on the back is for changing your shutter value. Is this phenomenon occurring with the Canon lens?

Manual page 94. Unlock the dial at the back by setting the power switch to the setting beyond ON.

Ok, I should've been more clear. Yes, I am familiar with the controls and yes, I know that you turn the dial to make it change. But when I turn the dial it does not change...that's my problem.

This is what I was thinking is the problem too. I would often not turn it pass the "On" setting and that's the first thing I would check. Just did it again with my 1DIII yesterday too.
