Quick rundown.

I have a four layered Photoshop file. Layer 1 is the photo itself in standard straight-from-the-camera.

My second layer is a full black layer set to Color, this will turn the file into a black and white.

Layer 3 is a Curves adjustment layer with the following settings:


Last layer is somewhat tricky to explain. I used the rectangular marquee tool with a 250px (max) feather and draw a rectangle, inverted the selection and filled this with black. This layer is set to Overlay at 100% opacity.

With these all in place, the rocks seemed to gleam way too bright, this is where I used the burn tool (set to midtones)to darken them up, I also used the burn tool on the fog/smog above the bridge.
