create a blank layer. Remember sunlight fans out, so create a selection using your lasso tool in a cone shaped area that you want your sunrays to be. Now, fill that selection with a white or yellow or whatever color your want you rays to be. deselect. Now your going to want to apply a gaussian blur to smooth out your edges. For this one I chose a 25 level. Cool, with me so far? Lower the opcacity to a level you like. Now what we want to to do is blend the rayes because natural light fades as it gets further from its source point. So create a layer mask. Next you are going to choose a gradient. Prefereable black to transparent but black to white works just as well. Change the direction its going to match the direction of your ray. Black will be at the bottom. Using your paint bucket tool fill that in and then adjust the opciaty level to where you want it. This can be used for so many things.
