Nope - police car is stationary - therefore not blurred. Notice the policeman (woman?) talking to someone in the car.

To me there's always something about photoshopped motion blur that makes me go "there's something wrong here isn't there? ...can't quite put finger on it but...". Somehow it's too sharp in a way. I don't know. But motion blur is harder to make perfect than one would think.

Despite everything, it's a decent job. I guess your goal was more to see how it would look than to make it perfect.

Either way there's still a piece of the road you missed while masking (bottom left patch of road is blurred) and there's a weird sharp line in the blur of frontmost cab's rear bumper.
