normally I would say the one converted to black and white but the placement of the bow and the contrast difference on the faces make we want to say I like the all color one better.

I stay with the original one, with some PP. I gues in my opinon, when you make a cut out of B&W is because you want to highlight something or somebody from the background, because its color, or the interest that brings to the photo, I don't see that in this case, the smile and expression is everything in this pic, not the bow.

I too, prefer the original. The bow seems to be the main subject in the conversion, whereas it should be the little girl.

Yes, I have to agree with the masses. I would try to switch it up and make that beautiful baby girl the one that's in color. If you like the bow, try making it a bit less saturated, but also make the baby's eyes color, as well as a light pink on the cheeks and lips... just so it pulls the eyes downward.

Default I concur

As everyone else says, I believe the color version is better. B&W doesn't seem to take here.

As it is the color version is better for me. however I think that this image would be stronger as a black and white just not the conversion that you used. The black kand white is very flat and lacks depth. If you used a different black and white conversion then I think the black and white would be better.
