I cropped the image, used the unsharp mask to sharpen the detail a little, then made a duplicate layer and added a gaussian blur, removing (brushing out) the blur from the foreground and reducing the opacity as I moved up and leaving the top part heavilly blurred. Then I flattened the layers and used the dodge and burn tools at various opacities over the sandune part until I was satisfied with the image.

EDIT: Woops, I forgot to add between the dodging and burning I also used the dropper to select a color tone and painted that into the false horizon.
