Ok, first I burned out the sky and any highlighted areas on the walls. Then used the render filter (lighting affects tool) to create the darkness adjusting the light type and properties until it looked realistic enough and added a slight yellow tint.
The lamps were lit with the lens flare tool set to 105mm prime which gives a brighter whiter light. I then used the burn tool once more to create more shadows and remove any highlights. Having looked at the "after image" again, I did miss a strip of white which runs across the street in the distance, this should have been burned away. Finally, I wanted to create some light coming from some first floor windows and did this with the paint brush tool reducing the opacity so at to show light around the window frames.
