..and now for the how to.
I wont go into too much detail, ill try keep it simple and short.

I used photoshop to edit this photo.
1st i adjusted the brightness and contrast. to do this have a look in your layers pallet and click on the 2 toned circle, a list will apear select "brightness and contrast" and adjust to taste. to create the beams of light I used the pen tool (click "p") make sure you have changed the mode to paths. To check if you have look near the top left of your screen for an icon that has 4 points and a pen tip in the middle. Select that one!.
click then click And Drag! thurthur away, make a new layer (ctrl + Shift + N) and select the brush tool, press B on the keyboard. channge your brush to s small, round brush and re select the pen tool, right click on the path you created and choost stroke, in the drop down box select brush and click Ok, your path should now be stroked with the brush you selected earlier..If you want you can colour the stroke by double clicking on the layer and chooseing outerglow.

thats all.

nice "money for nothing"-like light trails. you might want to do something about the light source - it's stealing the spotlight, pun intended. here's a quick looksee of what i had in mind, if you don't mind:
