I'm not completely convinced that a gray card would be the most 'efficient' way to properly expose this. From the time this and others were shot according to the Exif, the light from 5-6 o'clock is going to change so drastically that you would have to be placing it in the scene every 10 minutes, let alone the fact that if this was an event, the area being shot was probably fenced off.
Using Grey cards is a great way to ensure your gray balance, but it's much better to be used when you're in a bit of a more controlled environment (and if you know enough about exposure/zones/etc to use it correctly).
You can also adjust gray balance in levels if you can find a neutral gray area in your image but opening the levels dialogue box and using the center eye dropper and selecting the neutral area.
This isn't a sure-fire technique, but it can come in handy sometimes.

Either way, had you put your camera on an automatic whitebalance setting rather then manual, you probably could have gotten lucky enough to expose these better.
