Yes, the lightsticks really pop now!
There are instructions for the Gimp online ... have to google it, but they are all over the place. try www.gimpguru.org for a start. Also try youtube ... and do a search for gimp tutorials, there are some there. I did use the Gimp up until about a month ago when my son got me Photoshop through school Oh yeah, there is also at least one book out on The Gimp ... I saw it in the bookstore when I was looking for Photoshop books :-)

When you can layer one copy of a photo over another (think sheets of clear plastic), you can change each item separately. So, red eye fix is one layer, glowsticks brightened/contrasted, daughter darkened on their own layer.
