The focus is on the barbed wire instead of the river. It's a little distracting.

cropping the picture all the way down to just the barbed wire might just make a really neat picture that way

The picture is focused on the barbed wire which takes away from the river. If this was your intent then the previous reply was correct and you should try a tighter crop. Focusing on the river would have been a nice shot, although it would have been great if you could get that stuff straw/grass out of the way before taking it. This would have framed the picture nicely.
