it may be my monitor but it looks like it has more of a sepia tone than black and white

It's not your monitor, it appears that way to me too. I was going to mention that, although I do really like the composition.

You both are correct. I used the Sepia filter when taking this Black & White, so does that exclude this picture from being a Black & White? If it does then please explain this to me

Gotta agree with Jim here, I wouldn't call it B&W since it's really not. But monotone works nicely to describe it.

I love the feeling it gives you. I think the choice of sepia/B&W is nice....
I think the wires that are between the buildings are a bit too bright I might clone them out if it were me but i love the way as you go back the angles change.... I cant decide if the farthest point is a distraction from the lights or not.... maybe play around with taking the far sign out. Really interesting photo!
