risk07,

Nearly the opposite of 'raging river' and as powerful in its way. Something you can do as you line these up is get the horizon level, as one less thing you do in post. The white detail is nearly gone; fixable, still better done in camera. Was the sky this color as you remember it? And just for fun, how much could you crop top and right side and still have this great image? Food for thought, take what you want, toss the rest. (Gimmick: if you have room, carry a baggie with enough sand in it to rest your camera on a flat surface, and still be able to make some adjustments)

Nice shot, I kinda enjoy how the building has more detail in the water than in the lights but the horizon not being level is very distracting. You may just tilt that in any photo program if you can, especially watch out for lines getting off angle when you do this. Wouldn't hurt to crop a bit at the bottom so it's not quite so centered as well and some off of each side to get rid of distracting elements like whatever that red light is on the far left.

I love the reflection itself, and the contrast of bright lights and dark brown night.

One thing that threw me slightly, however, was the statue being off-center. The Capitol itself is /so/ centered, the statue being off-center breaks that symmetry. If I were composing it, I'd either have the Capitol slightly off-center (and the statue as well), /or/ I'd have the statue centered. At least in my opinion, if you're going to break the 'rule of thirds,' you might as well just get a running start and COMPLETELY break it... sometimes it really works well.
