Camera : Canon Rebel XTI / 400D
Lense : 75-300 III USM / 18-55 (kit lense)
Shooting Mode : Aperture Priority AE
Shutter Speed : 1/15
Focal Length :300 mm
Aperture Value : 6.3

I think a shutter speed of 1/15 is to much slow for this kind of shooting ( piegons are nervous animals, so they get blurred with low shutter speeds ).
I like a lot of the colors of the background, but the pigeon is blurred caused by such lower shutter speed.
There is also a rule but it depends on the person holding the camera that says that the shutter speed should be the inverse of focal length in order to avoid shake, in case of an hand holding situation. So a shutter speed like 1/250 or so, should be enough. Nice DOF

Your have captured the colours brilliantly, I like the lark red eyes and the fascination background of out-of-focus trees. Just go for a bit more DOF so that the fluffy feathers are in focus. Good shot!

you listed 2 different lenses in your original post there. which one did you use to capture your subject.

just like what the others here have already pointed out, there's still a bit of blur in your shot, a factor, i guess of the slow shutter speed you selected may be partly to blame (some of the "blame" can actually be placed on your pigeon)

if i were to take this shot, i'd make sure that the subject's eyes are the most focused element of the photo. i'm treating your photo as a "portrait", and i would guess the same principle would apply even if it isn't a human subject.
