Interesting because you can angle water without worrying about horizon. A little motion blur is fine with a dog on the beach. How many rules of placement have you followed? All of them it appears. I would change the dog's tail, but that's just me.

Default Different Perspective

I think by going lower and being on the same level as the dog would help a lot. When people just stand and take pictures it looks more ordinary. Experimenting with different angles is fun

If its possible to retake, I would consider having the dog almost running out of the frame, with a trail of wake behind him(...or her). While this breaks the placement rule that says you should give moving objects space (in the frame) to move into, placing them at the end of the frame can be effective if there is an interesting trail behind the dog.
