Default fountain

I took these shots of the fountain in Forsyth Park in Savannah. I was quite pleased with my freezing of the water's motion...makes the photos seems quite dramatic. I'm wondering which of these two people tend to prefer....with or without the flowers in the foreground. I go back and forth daily, but based mostly on my gut reaction. Is there any disciplined/technical reason for deeming one better than the other?

Definitely the first one.
The flowers and the heavier water droplets in the second image don't really seem to work for me.
My choice being the first one, I think it would be a good candidate for a B&W conversion. The little red tot eh left of the statue is a little distracting.

The first is all about the fountain, in the second the flowers and the fountain are competing for attention. So, I like the first one better. While I agree that a black and white conversion might be nice, I think I would like it in blue and white. When I was actually printing in a dark room, I used to print on heavy watercolor paper and then put the print through a blue wash....it worked especially well for watery shots with strong highs and lows.
