If you have some basic knowledge of layering, no matter what program you edit in, this will take a few minutes. If you're new to it all, there are loads of tutorials here. This is a twist (literally) on one of them: On the top layer, no matter what else you change (color, contrast, saturation, focus, etc.), add a Twist or a Ripple - whatever Distortion suits your need - then pull out 'handles" to enlarge, and position that image as you like.
