I use a D70s and it has a nice little exposure meter built into the viewfinder, however it never appears near the --0-- its usually way underexposed, especially when I put my SB-600 in the hot shoe. However, the exposures I get after the event are typically very good.

Is this just that the camera can't meter until it does it's pre-flash?

i would guess that the camera sets to underexpose so it doesn't burn the photo out when the flash goes off? just a thot!

I can't offer any real technical advice but I would try every setting on the camera, switching from manual to aperature priority and shutter priority, and also play with the settings on the flash and see if that improves the response of the meter. It might depend on the way you have the metering set up in the camera as well, whether you have it set to meter a broad range or just on one spot. That can change a lot.

i belive that the d70 has flash copensation mode. when ur flash is on i think u can click the middle button, then go left or right to turn ur flash up or down. i am tottaly thinking of this off the top of my head cause im a canon-master!
