Well some levels and curves may help. Also some sharpening too. What I would definitely do is to blur some of the sea waves. And maybe a little crop on the right side just to put the bird a little bit more on one of the rule of thirds interceptions.

I wouldn't touch it. It captures the mood of a lonely walk on the beach on a grey winter's day perfectly. I feel quite homesick.
While a white balance adjustment might make a technically better shot

thanks for offering this image......it's a beautifully done black and white conversion....i like the whites right where you have them.....
if i were to nitpik, it would be soley be by what my eye is fixated on.....i think i would prefer to have the top edge of the frame cropped right at where the water meets the sky.....then a bit off the right side of the frame.....i feel that the horizon competes with your bird and that this crop might keep focus where it should be....

If you want to crop (if) do so at the bottom of the smallest of waves leaving only the smoother water on the beach. It's a calmer view that adds to the moodiness.
