Hi,
I am doing digital photography for a year now (just basics) and own a Fuji FinePix S5100. I have just recently bought a polarizer and doing experiments to see the differences it make in landscape photographay. Can anybody please educated me about the rotating ring on the polarizer.

It took me far too long to realize how to use the rotating ring on my polarizing filter ;) So, basically, you look through the viewfinder, focus, and then just rotate the filter until you get the desired effect (e.g. darker skies, dramatic clouds, less reflection). It basically effects the way that the light is getting to your camera. I have just started learning to use the polarizer filter. I did figure out that turning the ring helped but I was still unsure of how to properly use the filter. Good question and very good answer.

You may have read this already but polarizing filters do not work equally well in all types of lght. Pay particular attention to the position of the sun when using a polarizing filter for best results. For example, on an overcast day, the filter may not produce any effect at all other than act as a neutral density filter. Also, if you are using a digital SLR, you should have a circular polarizer. There is also a filter called a Pol-Fader that is two polarizing filters in one housing. One filter is fixed and the outer ring rotares giving you a variable neutral density filter.
