Yeah, take them outside and try to rotate the camera and take a portrait instead of a landscape so you can get more of your dogs in the shot.

While I don't find anything particularly displeasing about the shot you've posted, I agree with the other posters in that more light would help a lot. However, I'm not sure that taking the dogs outside would help in what you are trying to convey in the image. To me the context looks "normal" for where you and your dogs live, and what I interpret as an inquisitive look from your Pug also looks like it gives great context to your life with the dogs; this appeals to me.

So your first hurdle may be just trying to make sure you have enough light, which can be a significant challenge indoors like this; lenses with large apertures and good flashes and technique is often required. The exif data you have posted suggest you didn't have a lot of light to deal with, and you were pushing the limits of your equipment. It would be helpful if we knew just a little more about the equipment you were using or what you have available: ie lens used, flash availability, camera, etc. If you have tried any post processing, that can also be good information to add in addition to the exif data. Any information that relates to the conditions, technical or otherwise, around the photo can help you receive more specific feedback about how to go about improving or simply modifying what you are already doing.

In general though, I would suggest getting the eyes of the dogs, at least the one in the foreground, in sharp focus. This by itself can often make a huge difference in how the photo is seen and perceived.
