As far as I know google doesn't read image metadata.
So you need to sort need keywords on your site, not in picasa. Also, give the files appropriate names that match the keywords. i.e. smiling_man.jpg and not dsc1200232.jpg
Remember it will usually takes a few weeks for any changes to be picked up by google.
