....there is probably an easier way but....here goes nothin...make sure no red eye lol
open image
1 new adjustment layer levels(darken the image a touch if its overly bright)
2 new adjustment layer curves>click on diagonal line and drag to upper left
3 make sure curves layer is selected and press CTRL+i (color swatch should turn black)
4 make foreground color white
5 select paintbrush>make it 15px>hardness15%
6 paint the iris(if you get the pupil its ok)
you can now move around the curves adjustment to get the color you want(step 2) also can try a gray in step 4 for different results
if pupils dont look good
1 make a new layer
2 select elliptical marque tool
3 foreground black
4 draw your selection around the pupil
5 (in the top tool bar)select>modify>feather>3
6 fill it with black
7 change blend mode of layer to color burn(try differnt one if this is not working for you)
8 drop opacity to 60%
9 duplicate pupil layer move pupil copy over other pupil
if you have better way or can shorten my list i would like to know.
