In pretty much every case I can imagine, I will not consciously intrude on someone elses picture unless invited. I can wait a moment or find another route round. I certainly appreciate it when others do that for me.
On the flip side of the coin, when I am taking photos I try to be aware of those around me. For example, if I am taking time to compose a picture and my shot cuts across a thoroughfare, I will try to keep an eye out for people walking down and wave them past if I'm not ready to take my shot.
