In Paintshop Pro:
Cropped the original, adjusted contrast, noise reduction, and sharpness.
Duplicated on a new layer and applied a water color filter.
Made an additional copy of the water color layer.
Set the first water color layer to Multiply.
Set the second water color layer to Soft Light.
Duplicated the original on a final layer and set to Color(Legacy).
