Lets see if I remember since I did this a coupl e of days ago.
Every step is always done on a seperate layer. First thing I did was to crop it down.
Outlined the head witht he lasso tool and then used the pick tool to enlarge it. Used the warp tool to funkify the ears, nose, eyes, mouth and hands.
Used Topaz Adjust to make it look more like a cartoon
Added the girl in on a raster layer using a tube. added a drop shadow and I think that was it
