I hate to disagree here, but that last bit is wrong.
If you were shooting with your 80-400 VR, then the lens is the issue not the VR. That lens is SLLLOOOWWW to focus. Also, were you using continuous servo mode? That would solve your refocusing issues.
I use my VR on all the time panning and it works fantastic.
