Some of it is photoshop, but the majority is SUPER long shutterspeeds. Im talking half an hour or longer.
That's easy enough to do, especially in digital and especially in black and white (much more forgiving).
You'll need a couple of things: A lens, camera and some filters. Any lens should do, any camera should do: a good starting point is seeing what kind of exposure you get at f/8 or f/11 @ 100iso and go from there
You'll need Neutral Density filters. Heavy duty ones. B+W make a ND1000, which is 10 stops of light.
So if you can get away with a 10s exposure normally, then throw a ND1000 onto the front, you're looking at a shutterspeed of just short of 3 hours. Any movement is totally erased in that time.
