Sorry. Here is a summary. I normally would have put better effort, but it's so small...
Done in PS CS2
Select the blouse> hue saturation, change color
desaturate whole image
dodge left side of face, burn chest and neck to re-focus lighting
healing work on skin
highpass layer sharpen
hue saturation layer to change background color, mask out blouse
photo effects layer, warming filter to give color to skin hair
new layer to add a touch of color and catch light to the eye (hard to see here)
hue saturation layer to, bump whole image saturation
vignette, remove darkening from blouse area and crop
