haha, in that case...
I'm pretty sure I forgot to save the "how I did this" when I turned off my computer after I did this one..So I'll take a guess at remembering.I remember duplicating the image so I can then change the layer setting. err...I believe I did something with going to image>adjustments>black and white. and adjusted the settings to get it the way I wanted. I used masking to make her eyes red. New layer and created the swirls. added drop shadows, bevel, and outer glow to make the swirls glow... similar to how I did the other one, I merged the visible layers and enlarged the canvas a tad so i can make a boarder. Same technique for the boarder just different colors obviously. and yea...that's pretty much it I believe. ^^
